Project summary

We will be improving road safety on Townsend Road and Swinstone Street in 2025.

About

As the City's population grows, we need to continually monitor, evaluate and upgrade our roads and infrastructure to ensure we continue to meet this growing demand.

In line with our Road Safety Action Plan, we have identified Townsend Road and Swinstone Street as areas that require important upgrades to increase road safety for both motorists and pedestrians.

We appreciate that the proposed works may cause some disruption but these upgrades are necessary to improve road safety in our community.

A summary of the proposed upgrades include the following:

Swinstone Street

  • Proposed raised plateau at Swinstone Street and Aquila Close intersection
  • Proposed raised plateau at Swinstone Street and Andromeda Street intersection

Townsend Road

  • Proposed painted island median between Broughton Way and Andromeda Street
  • Proposed raised plateau at Townsend Road and Seabrooke Avenue intersection
  • Proposed slow point at Townsend Road Reserve
  • Proposed roundabout modification at Townsend Road and Arkwell Avenue intersection
  • Proposed edge line marking between Belgravia Terrace and Seawind Drive

These upgrades are shown in the enclosed plans below.

We value the community’s input into shaping a safe and sustainable future for our City and invite you to Share your thought on these proposed upgrades by Friday 16 February 2024. Submit your feedback:

What is the purpose of a raised plateau and a slow point? What do they look like?

The main aim of a raised plateau and a slow point are to slow down the traffic. This creates a safer environment for pedestrians and cyclists. An example of a raised plateau and a slow point are shown below.

What if my driveway and verge are affected by these works?

We will be in contact with you if your driveway and verge are affected. We will extend/modify your driveway, reinstate the affected verge (sand filling with organic mix) and reticulation at the City’s cost.

You will still be able to access your property during construction and we will have traffic management in place to assist.

What is the purpose of the painted median island at the Star of the Sea Primary School?

The painted median island is to reduce head-on and cross-over-the-centreline collisions on the bend of the road. It increases the separation between vehicles travelling in opposite directions and alerts drivers who deviate from their lane. In short, the median will create a buffer zone for drivers, providing them with time to make corrective actions before encroaching into opposing traffic. According to crash data, most of the accidents occurring at this location were not related to the set down and pick up of kids from school.

Will the existing street lighting be sufficient at these treatments?

The City will investigate the existing street lighting at these treatments and will upgrade them to Western Power standards, if required.
