We have a range of facilities currently leased by eligible community groups and commercial organisations. Whether you are a current lessee, or looking for somewhere to lease, you will find everything you need to know here about leasing a City of Rockingham property. Steps for leasing a property

  • Understanding your lease obligations

    Anyone responsible for managing the facility and/or liaising with the City on behalf of the organisation as lessee, should understand:

    • the terms and conditions of the lease
    • the boundaries of your leased area
    • your maintenance obligations
    • any fees, charges and outgoings payable to the City
    • your legal obligations to ensure the safety within your leased premises
    • any additional approvals, permits and licences you may require for your operations
    • any insurance coverage required for your operations
    • the City will only liaise directly with official office bearers regarding the particulars of the lease. Site managers, club members and sub lessees must submit their enquiries via the head lessee or committee members.

    You must notify the City of Rockingham when:

    • you need clarification around any of your lease obligations
    • there are changes to your contact information or management committee
    • your organisation is experiencing financial or operational difficulty, and/or may be unable to meet the lease terms and conditions
    • significant, unexpected damages that occur to the premises
    • you are planning to make any alterations and additions to the leased area
    • any other queries or questions you may have in relation to your lease and/or premise.
    Changes to Committee Members/Office Bearers

    It is an obligation of your Lease Agreement that the City is notified when there is a change to your organisation's committee members and/or office bearers or your organisation's contact details. To ensure our records remain accurate, please submit a Lessee Information Form.

    Where the contact person for matters related to the lease and the contact person for arranging access to the leased facility differs, please clearly specify this. 

    Required supporting documentation includes:

    • a list of current committee members and their position within the organisation
    • current insurance certificates.

  • Lease Application Form

    A Lease Application Form is required to be submitted by organisations wishing to enter into a new lease or renew an existing lease for a City of Rockingham leased facility. It is important the guidelines are carefully read and understood prior to submitting an application. 

    This is a general guide to the assessment process.

    Step 1: Read the City's guidelines

    Please take a moment to review the requirements before proceeding with the application. If you can ensure you meet the qualification and eligibility requirement, commence with the application process.

    Step 2: Complete the Application

    Please allow yourself time to complete the Lease Application Form. Ensure you have thoroughly answered all questions correctly and to the best of your ability. Ensure that all the required supporting documentation is supplied with your application as per the guidelines.

    Step 3: Submit the Application

    Please submit the completed application with all the required supporting documents. Providing the correct documents will improve the turnaround time for our review process.

    Applications will only be assessed once the application has been received in full.

    Step 4: Outcome

    Applications will be notified of their application outcome by email/letter. Timeframes vary depending on project scope.

    Lessee Information Form

    To ensure the City's records remain accurate, a Lessee Information Form is required to be submitted by lessees who have experienced a recent change in contact details and/or committee members.

    Where the contact person for matters related to the lease and the contact person for arranging access to the leased facility differs, please clearly specify this. 

    Required supporting documentation includes:

    • a list of current committee members and their position within the organisation
    • current insurance certificates.

    Leased Property Lessor Consent for Alteration or Addition

    Lessees of City of Rockingham-owned properties must seek prior written consent from the City before making any alterations or additions to their leased area. 

    Proposed alterations or additions require in-depth review and assessment to ensure compliance with relevant laws, regulations, City policies and the terms of the lease. 

    It is important the guidelines are carefully read and understood prior to submitting an application.

    Below is a general guide to the assessment process.

    Step 2: Contact the City Properties Leasing Team

    Even if you have applied for Lessor Consent for Alteration or Addition previously, it is advised that you touch base with our Leasing team with any questions you have to ensure that you are up to date with any changes in the application process and requirements. This may save you time and assist in streamlining the assessment of your application.

    Step 3: Complete the Application

    Please allow yourself time to complete the Alteration and Addition Application Form. Ensure you have thoroughly answered all questions correctly and to the best of your ability. Ensure that all the required supporting documentation is supplied with your application as per the guidelines.

    Step 4: Submit the Application

    Please submit the completed application with all the required supporting documents. Providing the correct documents will improve the turnaround time for our review process.

    Applications will only be assessed once the application has been received in full. In some instances, the need for additional information specific to the proposed alteration or addition will be identified during the assessment process. This request will be communicated with you once the City Properties Leasing team becomes aware of the requirement.

    Step 5: Outcome

    Applications timeframes vary depending on project scope. Applicants will be notified of the outcome by email/letter and a signed Form of Consent. 

    The Form of Consent will outline the conditions that are associated with the alteration or addition.

    Step 6: Complete the Form of Consent Conditions

    Some alterations and additions will require additional approvals to be obtained prior to commencement of the works. This will be clearly specified in the Form of Consent. 

    You must not proceed without formal approval from the appropriate authority. Approvals such as Building Permits, Health Permits and Development Approvals are common requirements.

    Is it the responsibility of the lessee to arrange submission of these applications and to confirm the outcomes with City Properties Leasing.

    Step 7: Acquittal

    Once the approved alterations or additions project has been completed, an acquittal will be required as specified in the Form of Consent. Please ensure this information is submitted within 30 days of project completion.

    Leased Property Maintenance Grant Application Form

    Leased Property Maintenance Grants are available all year round for incorporated associations, clubs or not-for-profit organisations. These grants are intended to assist with financial costs relating to the maintenance of leased facility assets that meet the criteria.

    It is important the guidelines are carefully read and understood prior to submitting an application.

    Step 5: Outcome

    Applicants will be notified of their application outcome by email/letter. This letter will specify the awarded amount and any conditions associated with the grant, including acquittal requirements. Assessment timeframes vary depending on project scope.

    Step 6: Acquittal

    Funding acquittal for successful Leased Property Maintenance Grant's will be required on upon request.  Please ensure this information is submitted within 30 days of project completion.
