The State Development Assessment Unit (SDAU), part of the Department of Planning, Lands and Heritage (DPLH), coordinates the assessment of significant development proposals on behalf of the Western Australian Planning Commission.
The SDAU operates under the Part 11B Significant Development Pathway of the Planning and Development Act 2005, which became effective on 1 March 2024.
Eligibility for the Part 11B Significant Development Pathway
Applications that may qualify for this pathway include:-
- Development valued at $20 million or more in Perth and Peel region scheme areas;
- $5 million or more in other parts of the State; or
- Proposals not meeting the above may be authorised by the Premier on the recommendation of the Minister for Planning to lodge an application based on issues of State or regional importance that may be raised.
The pathway is not available for proposals in improvement scheme, planning control or redevelopment authority areas, or for public works.
All enquiries relating to the pathway eligibility and application progression should be directed to the SDAU.
Community consultation and Local Government role
All community consultation in relation to development applications considered by the SDAU will be undertaken by the State Government and comments should be directed to the SDAU team directly.
Public consultation is undertaken on all applications, for at least 28 days and are all referred to the Minister for Planning for comment.

Local Governments (within the jurisdiction that a significant development application is submitted) have 60 days to provide relevant information, comments, or recommended conditions for consideration during the application assessment process.
