The City of Rockingham, in partnership with Main Roads Western Australia, is proposing upgrades to the Anstey Road and Mandurah Road intersection in Secret Harbour. The works include a new left‑turn slip lane from Anstey Road and an acceleration lane on Mandurah Road, designed to reduce rear‑end crashes, improve safety, and ease morning peak congestion.

- Extension into an acceleration lane on Mandurah Road
- Additional street lighting
- Minor kerb, pavement and line marking works

We are delivering this project as a medium‑term solution to address congestion and improve road safety. As the service level experienced by road users on Anstey Road becomes unacceptable and the risk of crashes increase, the City is proceeding with the project only after securing funding from the state government.
As Mandurah Road is managed by MRWA, any future traffic signals would need to be delivered by them. MRWA has advised that signalisation of this intersection is not currently a high priority. Because of this, the City is progressing interim upgrades.
Signalisation has been one of the City’s advocacy priorities for several years, and we will continue to raise it with MRWA.
As Mandurah Road is under MRWA’s management, any changes to the right‑turn lane would be part of a future upgrade by MRWA.
Most crashes at this intersection relate to the left‑turn movement from Anstey Road onto Mandurah Road. The current upgrade focuses on improving that movement.
It is understood that the right‑turn lane will be extended when traffic signals are installed by MRWA in the future, although there is no confirmed timeframe at this stage.
No, the speed limit will remain the same. However, the new left‑turn slip lane and acceleration lane are expected to significantly improve safety.
Traffic Management will be required throughout the project to keep motorists and workers safe. Although much of the work will be carries out off the road, there will still be times when:
- Lanes on Mandurah Road need to be closed
- Turning movements from Anstey Road are restricted
- Detours are in place.
We understand these works can affect travel times and will schedule higher‑impact activities during off‑peak periods where possible, including night works.
No, existing lighting will stay in place. However, additional lighting will be installed to support the new left‑turn and acceleration lanes.
No, a noise wall will be considered in the future as part of the intersection signalisation upgrade by MRWA.
