Safety Bay Shoalwater Targeted Underground Power Project

Western Power, in collaboration with the City of Rockingham, is investigating the feasibility of extending the existing underground power network in the Safety Bay/Shoalwater area, as shown in the map below.

Council will consider whether to proceed with the underground power project once Western Power has provided detailed costings and project scope. Residents will then be consulted on the future of this project.

The previous underground power project in Shoalwater was very well received by residents.

Primary Equipment 

Western Power is currently finalising the locations of primary equipment (and other elements of the overall project design). Primary equipment is infrastructure that is essential for the delivery of electricity to consumers, such as transformers and switchgear units. As part of the investigation affected residents will be contacted directly by Western Power.

Where possible, primary equipment will be located in parks, public open spaces, road reserves and verges. Every effort has been made to ensure the chosen locations have the lowest impact on the surrounding area. 

Each site will have its own unique installation requirements to comply with Western Power’s technical specifications, Australian Standards, and community safety requirements.

Western Power has worked closely with the City of Rockingham to select suitable sites based on extensive analysis of the network, technical standards, costs, public safety, and heritage, environmental and social impacts.

How were these locations selected?

Firstly, the sites have to be technically feasible, to ensure all properties can be supplied with power.  From these technically feasible sites, those on Local Government land are prioritised first (such as parks, carparks, sporting complexes, etc.).

Then, other options are explored such as road reserves alongside non-residential properties, and then road reserves alongside residential properties. 

Primary equipment is only installed inside private property boundaries when no other viable options remain.

Why is this area being investigated for underground power?

The existing poles and wires in this area are due for replacement, so Western Power offered a Targeted Underground Power Project to the City of Rockingham, and the City agreed to investigate this opportunity further.

How much will it cost?

Estimated costs for the project will be available after the Detailed Design phase.

How long will it take?

If the project proceeds, construction is expected to take approximately 18 months once work commences.

When will I be consulted about the future of the project?

Consultation will occur after the cost estimates are ready in 2026.
