The safety, health and wellbeing of our community, customers and staff is our priority and we will continue to take advice from the Australian Government, State Government and WA Department of Health on these matters.

COVID-19 update

The City of Rockingham continues to follow directions and health advice issued by the State Government relating to COVID-19 and we keep our community informed of any implications to our services and facilities as soon as they become available. 

Proof of vaccination 

In line with State Government requirements, from Monday 31 January 2022, proof of vaccination will be required at some City of Rockingham facilities, including Aqua Jetty and the Autumn Centre for all visitors, aged 16 years and over. 

Acceptable forms of proof include:

  • The ServiceWA app, no further identification required 
  • your COVID-19 digital certificate from myGov or the Express Plus Medicare mobile app, no further identification required 
  • your certificate stored in a smartphone wallet, along with an acceptable form of identification
  • a hardcopy of your certificate, along with an acceptable form of identification
  • a digital or hardcopy of your immunisation history statement, along with an acceptable form of identification.

Masks Required

In line with the latest State Government advice, masks are required inside all indoor public venues as of 6pm Sunday 16 January.

Please remember to check-in at our facilities, maintain physical distancing, and stay home and get tested if you are feeling unwell.

Safe Transition Plan

As part of WA's updated Safe Transition Plan, which is due to come into effect from 5 February, there may be a number of changes that could impact City services, events and facilities (such as Aqua Jetty).

The WA State Government new proof of vaccination requirements that come into effect from Monday 31 January includes gyms and fitness centres. The Aqua Jetty will be following all guidelines and will be in contact with members via email to let them know what the changes mean for them, and community members will be informed via the City’s website and social media channels.

Please remember to check-in via QR code or manual registration when visiting our facilities, maintain physical distancing and stay at home if you are unwell. See below for details about visiting our facilities.

Administration Building

Our Administration Building on Civic Boulevard, Rockingham is open for in-person enquiries from 8.30am-4.30pm, Monday to Friday. You can also call us on 9528 0333 or email us at You can also submit an online enquiry, or contact us via Facebook.

A wide range of City services are also available on our website via our online services.


Regular programming and events continue at our libraries. Bookings are not required for regular library programs such as Rhyme Time, Toddler Time, Story Time and Bookstars. Toy Library

The Toy Library at Rockingham Library is open to all members with no bookings required.

Toy Library hours are:

  • Tuesday and Thursday 11am to 4pm
  • Saturday 9am to 11.30am.

Aqua Jetty

Aqua Jetty and Warnbro Community Recreation Centre (WCRC) is open to members and non-members.

Proof of vaccination 

In line with the State Government’s new proof of vaccination requirements, from Monday 31 January 2022 all visitors aged 16 years and over will need to show proof of double dose COVID-19 vaccination at this facility. Acceptable forms of proof of vaccination include:

Group fitness

Bookings are not required for group fitness at Aqua Jetty, however all participants are required to collect a ticket up to three hours before the class start time, and casuals can collect a ticket up to 15 minutes before the class start time to reserve a spot.  The maximum number of participants for group fitness classes is 35 and RPM has a capacity of 15.

Bookings are still required at WCRC, and are to be made no more than 72 hours and no less than two hours before the start of class to be made by each individual participant – bookings will not be accepted on behalf of another.  No walk-ins will be permitted, even if there is space in the class.

  • The sauna, steam and spa areas are open.
  • The Swim School is operating.

Warnbro Community Recreation Centre

Please be aware due to current COVID restrictions and requirements, classes will cease at the Warnbro Community Recreation Centre as of Monday 31 January 2022. Members and visit pass holders will be welcome to use their current memberships and visit passes at Aqua Jetty.

Rockingham Aquatic Centre

The Aquatic Centre is open for summer.

Mike Barnett Sports Complex

The Mike Barnett Sports Complex is open. Please contact the complex on 9591 0850 between 8am-4pm Monday to Friday or for further information. 

Autumn Centre

The Autumn Centre is operating at full capacity. Opening hours are Monday to Friday from 7.15am - 4pm excluding public holidays.

Sit down meals in the dining room and food and drink from the café are available for both members and visitors. The hairdresser and podiatry service is available and most after-hours classes are operating.

Take away meals

The Autumn Centre continues to provide frozen takeaway meals from 8am to 1.30pm Monday to Friday. You may purchase and collect meals at the Autumn Centre. The cost is $8 for a main meal.

Payment via card is encouraged to avoid a further point of contact but cash is accepted if necessary.

Rockingham Arts Centre

Rockingham Youth Centre

The Rockingham Youth Centre is open Monday to Friday, 10am to 5.30pm daily. You can contact them on 9591 0836 or at


The Animal Management Facility is operating by appointment. Please call 9528 0333 beforehand if you need to attend.

The Millar Road Landfill Facility is open to accept waste and recycling products from the public and commercial operators.  Please refer to the landfill page for opening times and conditions. 

For the safety of customers and employees, please observe the following:

  • If you are unwell, please remain at home.
  • Observe the recommended physical distancing and health and hygiene measures.
  • Be ready to check-in to avoid delays at the gate.
  • The preferred payment is a tip pass, EFTPOS or account.
  • The Recycle Yard may be accessed to drop off items for recycling. Recyclable items accepted are: metals, cardboard, polystyrene, car batteries, engine oil, and items dropped off through the Paintback scheme and Household Hazardous Waste.  Household items brought to the landfill not listed under accepted household items will incur landfill fees.
  • The Reuse Shop is open to shoppers from 7.30am-4pm Wednesday, Saturday and Sunday.
  • Green waste is also accepted (tip pass or fees apply).
Playgrounds, enclosed dog exercise areas and skateparks

All of the the City's playgrounds, skateparks, enclosed dog exercise areas and outdoor fitness equipment are open in line with State Government restrictions.


Public attendance at Council and committee meetings has returned to pre-COVID arrangements. Contact tracing requirements will still be in place.

Building permits

Building permits can be submitted online on our website through Rock Port. We are available to take your calls to answer any questions you have before you get started.

Development approvals

The Minister for Planning has authorised some temporary exemptions for certain approvals and requirements. Visit Development applications for more information.

Swimming pool inspections

We have recommenced our four-yearly physical inspections of swimming pool and spa barriers. Letters will be sent out inviting those residents with barriers that are due for inspection to contact us to make a booking. If you have a virtual inspection booked, one of our Compliance Officers will now attend your property to carry out a site inspection.

The City is committed to ensuring the health and wellbeing of its staff and the community. Compliance officers conducting the inspections will implement social distancing and other hygiene measures at all inspections. Where access to the pool barrier is available via the side of the house or through a carport or garage, this is preferable.

Contact registers

A reminder that we have implemented contact registers at our facilities, venues and events in line with the State Government's mandatory contact tracing requirements. When you attend one of our facilities, venues or events you will need to scan the QR code. The QR code will be displayed on posters at the entrance. If you don't have the app on your phone, our staff will be able to manually collect your details.

    Rockingham RecoveryRockingham recovery logo

    The City of Rockingham is continuing to support the State Government’s COVID-19 WA Recovery Plan, and has established a COVID-19 Local Recovery Coordination Group (LRCG).

    The LRCG has been formed in accordance with the City’s Local Emergency Management Arrangements and the State Emergency Act 2005. It is focused on supporting the community’s recovery from the impact of COVID-19 and two subcommittees have been set up to achieve this: the Social Wellbeing Sub-Committee and the Economic Wellbeing Sub-Committee.

    Measuring our Resilience

    The results of a state-wide community resilience survey looking at how the community is coping with the impacts of COVID-19 have been released, with feedback from residents placing the City’s COVID-19 response in the good-to-excellent category with a score of 78 (compared to the state average of 68). 

    The MARKYT Community Resilience Scorecard study was managed by independent research company CATALYSE.
