Coronavirus (COVID-19)

The City's facilities are reopening in a staged approach following the release of the State Government's WA COVID-19 Roadmap. The safety, health and wellbeing of our community, customers and staff is our priority and we will continue to take advice from the Australian Government, State Government and WA Department of Health on these matters.

Recovery roadmap

The City has appointed a dedicated team to manage the issues affecting the City and its community related to COVID-19. Here you can find all the up-to-date information about our services and facilities and any support you may require.

We are working hard to reactivate our community facilities in line with the phases of the State Government's WA COVID-19 Roadmap.

The health and safety of the community and staff is the highest priority and has been at the forefront of the planning process. Reopening of facilities will take place in a staged approach and all reopened facilities will adhere to the State Government’s COVID-19 Safety Plan.

All facilities that reopen will be operating under the social distancing rules and patron limits identified in the COVID-19 WA Roadmap. Accordingly, new hygiene and access protocols have been put in place and the terms and conditions at all City-operated facilities will also be subject to change to comply with the new rules.

Administration building

Our Administration Building on Civic Boulevard, Rockingham is open for in-person enquiries from 8.30am–4.30pm daily.

All of the City’s libraries are now open according to the guidelines provided by the WA COVID-19 Phase 4 Roadmap.

All regular library services other than supply of the daily newspaper have been returned.

Regular programming and events have resumed however bookings are required for all events for July and August and can be made online or by calling the library.  For a full program of events please visit our What's On Calendar.  The safety, health and wellbeing of our community, customers and staff is our priority.  Please do not attend events if you are feeling unwell.

Library staff are no longer required to take your details as you enter the library so please feel free to come at any time.

Toy Library

The Toy Library at Rockingham Central Library is open by appointment on Tuesdays and Thursdays with bookings taken between 11am – 1pm and 2pm – 4pm for half an hour at a time. Library staff will undertake cleaning between appointments to ensure the service is safe to use and all toys will be cleaned well on return.   Call 9528 8683 or email

The Aqua Jetty is now open to members and non-members.

Group fitness

Bookings are not required for group fitness, however members can collect a ticket up to three hours before the class start time, and casuals can collect a ticket up to 15 minutes before the class start time to reserve a spot.  The number of participants for group fitness classes is capped at 35 and RPM has a limit of 13.

    All memberships were reactivated on 1 July.

    The leisure pool (including slide), hydrotherapy pool and sauna, spa and steam rooms are now open.  

    Swim School has resumed. We will be in touch directly with all our swim school members, and direct debits will resume the week of 13 July.

    The 50m and 25m pools remain closed while major refurbishment works continue. 

    The outdoor Rockingham Aquatic Centre is open for Aqua Jetty members who hold memberships that would otherwise warrant them access to its aquatic services (i.e. Gold, Aquatic, Livewell and Teens). Casual users are also welcome.

    Social distancing measures are in place as well as extra cleaning. Please call Aqua Jetty on 9591 0888 with any questions you have, or refer to the frequently asked questions for Aqua Jetty members.

    Warnbro Community Recreation Centre

    The Warnbro Community Recreation Centre (WCRC) will remain closed for group fitness until further announcements are made from the Australian and State Governments, after which this will be reviewed. This is largely due to ensuring the mandatory COVID-19 procedures and processes are met in full with regard to the other activities that are undertaken at the centre.
    WCRC patrons are most welcome at Aqua Jetty during this closure for group fitness activities.  Contact the Aqua Jetty on 9591 0888 to arrange your access. 

    Autumn Centre

    In line with the WA COVID-19 Roadmap Phase 4 easing of restrictions, the Autumn Centre welcomes members back to most of its groups and activities. Centre hours are 7.15am –3.30pm Monday to Friday to allow for more cleaning. As the two square metre rule is still in place, this restricts the number of members able to use our foyer and rooms so we remain open to members only.

    Sit down meals in the dining room and food and drink from the café are available. The hairdresser and podiatry service is available and most after-hours classes are operating. For further information please contact the Autumn Centre on 9528 8560.

    Take away meals

    The Autumn Centre will continue to provide takeaway meals on a prepaid basis. You may order by attending the centre or by phone. Collection of meals is after 12pm.

    The cost is $8 for a main meal and $4 for dessert. Frozen meals remain available from 8am to 3pm Monday to Friday.

    Payment via card is encouraged to avoid a further point of contact but cash is accepted if necessary.

    Mike Barnett Sports Complex

    Rockingham Arts Centre

    Rockingham Aquatic Centre

    The 50m pool at the Aquatic Centre is open for Aqua Jetty members who hold memberships that would otherwise warrant them access to Aqua Jetty aquatic services (i.e. Gold, Aquatic, Livewell and Teens) and casual users. Find out the opening hours.

    Community halls

    Our community centres and halls are open. Please contact the City on 9528 0333 or to reactivate your booking or make a new one. 

    Sporting clubrooms and fields

    These are open to the public. Full contact sport is permitted. Sporting clubs/groups with a leased/licensed facility or with a seasonal oval allocation must complete or update their WA State Government-required COVID-19 Safety Plan.

    Playgrounds and skate parks

    The City's playgrounds, skate parks, and outdoor fitness equipment are available to use. Please remember to maintain social distancing while enjoying the facilities.

    Enclosed dog parks

    The enclosed dog parks in Rockingham and Baldivis are open. Signs have been installed to remind residents to maintain social distancing when using the facilities.


    The Animal Pound is operating by appointment. Please call 9528 0333 beforehand if you need to attend.

    Our services


    Millar Road Landfill Facility

    The Millar Road Landfill Facility remains open to accept waste and recycling products from the public and commercial operators.  Please refer to the landfill page for opening times and conditions

    For the safety of customers and employees, please observe the following:

    • If you are unwell, please remain at home.
    • Observe the recommended social distancing and health and hygiene measures.
    • The preferred payment is a tip pass, EFTPOS or account.
    • The Recycle Yard may be accessed to drop off items for recycling. Recyclable items accepted are: metals, cardboard, polystyrene, car batteries, engine oil, and items dropped off through the Paintback scheme and Household Hazardous Waste.  Household items brought to the landfill not listed under accepted household items will incur landfill fees.
    • The Reuse Shop is open to shoppers from 7.30am-4pm Wednesday, Saturday and Sunday.
    • Green waste is also accepted (tip pass or fees apply).

    Waste Collection – Memorandum of Understanding

    The City has entered into a Memorandum of Understanding (MoU) with other local governments and commercial waste collection providers to ensure essential waste collection services are maintained. In the event of any signatory to the MoU being unable to perform their waste collection services, the parties have agreed to share resources at standard charge out rates. The MoU was coordinated by WALGA and assists in ensuring that waste collection services are maintained to the highest possible


    We continue to follow the latest advice from the State Government regarding our events. The safety, health and wellbeing of our community, customers and staff is our priority.

    All reopened facilities are adhering to the State Government’s COVID-19 Safety Plan. Please do not attend an event if you are feeling unwell.     The format of our meetings have changed in line with the latest restrictions from the Australian Government and State Government.

    Advisory and Occasional Committees meetings have resumed.

    Council and Committee meetings

    The July 2020 Planning and Engineering Services Committee and Corporate and Community Development Committee meetings, and the July 2020 Council meeting will be open to the public subject to physical distancing and room capacity restrictions.

     The City appreciates the patience of the community during this period and looks forward to the resumption of normal business activities as soon as practicable.

    In March, Council resolved to not increase rates in 2020/2021.

    This means the City of Rockingham is not collecting any more rates than last year.  The total rates collected (the rates ‘yield’) will be the same as last year.

    Building permits can be submitted online on our website through Rock Port. We are available to take your calls to answer any questions you have before you get started.

    Development approvals

    The Minister for Planning has authorised some temporary exemptions for certain approvals and requirements. Visit Development applications for more information.

    Swimming pool inspections

    We have recommenced our four-yearly physical inspections of swimming pool and spa barriers. Letters will be sent out inviting those residents with barriers that are due for inspection to contact us to make a booking. If you have a virtual inspection booked, one of our Compliance Officers will now attend your property to carry out a site inspection.

    The City is committed to ensuring the health and wellbeing of its staff and the community. Compliance officers conducting the inspections will implement social distancing and other hygiene measures at all inspections. Where access to the pool barrier is available via the side of the house or through a carport or garage, this is preferable.

    Community support

    Business support

    The City has partnered with Business Foundations to deliver two types of complimentary one-on-one business advisory sessions to local businesses.

    • Free Emergency Business Advice

    These sessions are available to local small businesses to provide information about the Federal and State stimulus packages, plus business continuity.  

    Business Foundations advisors will offer a personalised one-hour service, providing advice online or over the phone. 

    • Rockingham Business Rebound Program

    The Rockingham Business Rebound Program provides free one-on-one business advisory sessions with a focus on helping local small businesses in their COVID-19 recoveries. 

    Business Foundations advisors will offer a personalised advisory service of up to three hours by providing advice over the phone or online, with the aim of preparing businesses as the Australian Government and State Government continue to cautiously ease restrictions.

    How to register

    To register for a business advisory session, which are provided free of charge through the City’s Small Business Support program, simply send an email to from your business email address and include the following details:

    Eligibility Criteria

    Only a limited number of places are available for eligible businesses, so please confirm in your email application that you meet the following criteria.

    • Have a lease on a bricks and mortar premises in the City of Rockingham; or
    • Are the registered owner of a small business based in the City of Rockingham: and
    • Are a small business as defined by Australian Bureau of Statistics (fewer than 20 employees)

    Further support

    Information for tourism businesses

    • The best place to get the most relevant and up-to-date information for tourism business is to subscribe to the Tourism Essentials newsletter for updates.
    • In light of current health advice, all destination marketing activity and promotional campaigns through Tourism WA, Destination Perth and the City of Rockingham has paused until event and travel restrictions are lifted.
    • Businesses should maintain social media communications, where appropriate, but not advertising campaigns. 
    • The City will continue to provide federal and state advocacy for tourism businesses during this time.
    Food businesses

    We recognise food businesses are experiencing a challenging time as they adapt to new changes and restrictions imposed by the State and Australian Governments due to the impacts of coronavirus (COVID-19). We are committed to supporting our local business in any way we can to maintain food safety and keep you, your workers and your customers safe. 

    The City’s Health Services has developed a Food Safety Advice for COVID-19 factsheet to provide information and guidance for affected food businesses including restaurants, cafés and pubs which are undertaking takeaway and/or home delivery.  The team is also available to help food businesses to prepare for reopening when restrictions are lifted.     Environmental cleaning for workplaces

    Routine cleaning of frequently touched surfaces using appropriate detergent/disinfectant solutions or wipes is effective at minimising the risk of coronavirus (COVID-19) transmission. It is recommended that the frequency of cleaning in all areas be increased. This is especially important in high traffic areas and areas accessed by the public.

    Beauty and personal care businesses

    Beauty and personal care services (including tanning, waxing, massages, nail services, tattooing and piercing) can trade but, as part of the COVID-19 WA Roadmap, subject to mandatory conditions and the completion of a COVID-19 Safety Plan.     Financial support available from the City

    Community Grants Program

    General Grants are available to incorporated not-for-profit organisations and associations, including those limited by guarantee (e.g. community groups and clubs), to assist with the delivery of programs that benefit the Rockingham community. General Grant requests have been increased from $3000 to $15,000 for the Emergency Relief Fund. This grant is only for eligible entities providing services/provisions or assistance to those affected by the impacts of COVID-19.

    Low Income Subsidy Scheme

    Subsidies are available to adults and seniors on low-income to assist them to feel safer, more secure and connected. Three subsidy types are currently available under our Low Income Subsidy Scheme, with up to $150 available under each subsidy type:

    • Safety: To assist adults to make their homes safer and more secure.
    • Home Modification or Assistive Equipment: To assist seniors to manage their everyday tasks and remain in their own home longer.
    • Information Technology: To assist seniors to become more connected to friends, family, resources and information.

    Neighbours Unite

    Neighbours Unite aims to create resilient and safer communities through community connections. Most community activities have been cancelled or postponed, and social distancing is reducing the contact that people may have with their normal support networks. It is therefore an important time to reach out to connect with people in your community, particularly your neighbours and those you know are vulnerable. Visit Neighbours Unite to find out ways to stay connected with your neighbours.

    Safety for Seniors

    Safety for Seniors connects with vulnerable community members over the age of 65 through regular phone calls. During this time, the team will contact program members to establish individual emergency preparedness, the level of current community connection and what support members may need.     Youth Services Outreach Support

    The City of Rockingham Youth Workers are available to provide youth work support, referral and advocacy for young people aged 12–24 throughout this time.

    If you are aged between 12–24 years and need support, please contact a Youth Worker via one of the below mobile numbers between business hours: Monday to Friday 8.30am – 5pm

    The youth workers can assist you over the phone, by text messages or using FaceTime.

    Rockingham Connect Community Transport Service

    The Rockingham Connect Community Transport Service (RCCTS) has suspended the current schedule until further notice.

    The City has developed some online engagement tools to help people stay mentally and physically healthy.

    How to talk to your children about COVID-19

    COVID-19 has brought sudden and drastic changes which may leave children confused and uncertain. Although it is complex for children to understand, it is important to talk to your children on a regular basis, creating a safe space for them to share how they feel and to also give age-appropriate information to help their understanding.

    Emergency relief

    The City is working in close partnership with the local not-for-profit sector to assist in coordinating emergency relief. If you are in need of emergency relief (in particular with food) please contact the city on 9528 0333 and ask to speak with Community Support Services to be referred to the appropriate agency.
