Proposed Battery Energy Storage System - Doghill Road, Baldivis

Proposal

We have received a Development Assessment Panel (DAP) Application seeking Development Approval for a proposed 250MWh/1GWh Battery Energy Storage System (BESS) at Lot 18 (No.260) Doghill Road, Baldivis.

Details of the proposal are summarised as follows:

  • Battery units will be enclosed in an array of modular containerised structures for the purpose of connecting to the South West Interconnected System (SWIS) network to provide increased energy storage capacities. The system is designed to store surplus electricity so it can be fed back into the grid at night
  • The batteries will connect to transformers and switchgear, which in turn connect the BESS via a switchyard and overhead transmission lines to the Western Power 330kV transmission network that traverses the subject site
  • An acoustic wall (7.6 m high min) surrounds the battery compound to mitigate noise
  • Incidental elements include a 900 m² operations and maintenance building; drainage pond, site office and a construction laydown area
  • Supplementary landscape planting is proposed on the northern side of the BESS facility to mitigate visual impact of the acoustic wall
  • Construction is proposed over a 12 month period
  • Once operational, the BESS  will be controlled and monitored remotely from a Perth based control room. Two operational staff will visit the site monthly once operational.

Please note that the City of Rockingham is not the decision-maker for this application which will instead be determined by the metro outer development assessment panel (MODAP). The City will provide a recommendation to the MODAP through its responsible authority report (RAR).

As part of preparing the RAR, the City is seeking your comments on the proposal. All comments received will be included within the RAR to ensure the community’s views form part of the MODAP’s consideration of the proposed development.

The MODAP meeting will be open to public, and all submitters will be notified of the meeting date once confirmed.
