Proposed Additions to Garden Centre - Baldivis

City of Rockingham

Proposal

In January 2024, the City granted Development Approval for a proposed Garden Centre (The Swiss Rose Garden Nursery) to operate from Lot 1023 (No.47) Young Road, Baldivis. The City has now received an application seeking approval for a proposed Display Shop and Café on this property, associated with the existing Garden Centre.

Details of the proposed development are provided as follows:-

  • The Applicant is seeking Development Approval to replace the existing two (2) sea containers on-site, currently used for administrative purposes and product storage, with a permanent fit-for-purpose building;
  • The proposed building will include:-
    • A display shop area for the display and sale of products associated with the Garden centre, including indoor plants, garden ornaments, pots and gardening equipment (e.g. shears and pruners);
    • A small café that will offer hot and cold drinks, and pre-packaged food (.e.g., cakes and cookies) for customers to consume on-site while shopping. Seating and tables are proposed to be provided;
    • A unisex toilet for customer and staff use; and
    • A 30,000L water tank to support operations.
  • The Applicant has confirmed the café will be used primarily to service customers of the Garden Centre and will not be publicly advertised as a separate business;
  • The opening hours will remain unchanged, being 9:00am to 5:00pm Thursday to Sunday;
  • The number of staff is limited to two (2) on-site residents and one (1) external staff member; and
  • The existing sea containers will be relocated elsewhere on the property for general storage associated with the Garden Centre operations.
