Review of Rockingham City Centre Plan - Stage 2
Stage 2 of the review has now been completed. In February 2009, Council endorsed the draft Stage 2 Reports on the review of the Rockingham Strategic Regional Centre Development Policy Plan for community consultation.
In February 2009, Council endorsed the draft Stage 2 Reports, which finalised the general guidelines (Sector Briefs) for the City Centre, Waterfront Village, two proposed ‘Smart Villages’ and related residential areas and more detailed Precinct and Sub-Precinct guidelines to accompany the updated City Centre Indicative Development Plan (IDP).
Volume 1 - Planning Framework comprises a condensed version of the Stage1 Report, including the Centre Concept Plans and Framework Plan over the full planning envelope of the expanded Strategic Regional Centre area. It also includes preliminary planning guidelines for each of the 11 identified Sectors including the City Centre, Waterfront Village, the two ‘Smart Villages’ and related residential areas.
Volume 2 - City Centre Development Policy Plan (DPP) comprises the updated DPP for the City Centre Sector. The draft DPP includes the new City Centre Indicative Development Plan and revised Precinct and Sub-Precinct Guidelines which fully reflect the Transit Oriented Development objectives of the City.
The Stage 2 Reports were on public display for 6 weeks from 4th May until the 12th June 2009. A fixed display was erected in foyer of Council's West Wing Building (2nd floor). The Stage 2 Reports were also posted on the City's website.
There was a press release to the local papers and Council placed half page colour advertisements in the following editions of the local newspapers:-

There were two public exhibitions held on Wednesday, 20th May 2009 from 4.00pm-7.00pm and on Saturday, 23rd May 2009 from 9.30-12.30 during which, in excess of 50 community members, came along and viewed the Stage 2 proposals.
Copies of the Stage 2 reports were sent to the RKDO, Department for Planning and Infrastructure, Murdoch University, Public Transport Authority, Challenger TAFE, Department of Housing, Colonial First State Property Management Ltd, Kolbe Catholic College, Curtin University, Landcorp and Summit Homes.
During the consultation period, detailed briefings were provided to the WAPC (Statutory Planning Committee), Kolbe College, Rockingham Park Pty Ltd, City Centre EbD Project Control Group and Council staff. A briefing was also offered to Colonial First State Property Management (shopping centre owner), but was declined. A briefing is still being organised for Challenger TAFE.
Copies of the advertisement were also placed on all of Council's Noticeboards; copies of the Reports and Summary Brochures were placed in all Council's Libraries.
Letterbox drops of the Summary Brochure were undertaken of "The Meadows" and the residential precincts around Hefron Street, Kitson Street and Henry Street (over 2500 residential homes). Letters and the summary brochures were sent to all owners of commercial land within the City Centre core and to all Real Estate agents operating within Rockingham.
At the conclusion of the public consultation period, the City had received 7 submissions from:-

- TPG Town Planning and Urban Design on behalf of Colonial First State Property Management
- Lavan Legal on behalf of Ginza Pty Ltd & John Leslie Wilson Investments Pty Ltd
- Lavan Legal on behalf of Westgate Property Investments Pty Ltd, Corry Lyn Pty Ltd and Ginza Pty Ltd
- Resident, Calm Court, Safety Bay
- Resident, McLean Street, Rockingham
- Internal Submission - Strategic Planning
- Murdoch University
Each submission is currently being assessed by the Consultant team.
On the 24th June 2009, the Minister for Planning launched three new draft State Planning documents:-
- Directions 2031 - Draft Spatial Framework for Perth and Peel;
- South Metropolitan and Peel Sub-Regional Structure Plan; and
- Draft State Planning Policy - Activity Centres for Perth and Peel.
All three documents are currently out for Public Comment, with the submission periods closing in August and September 2009.
At the launch of the documents, the Minister advised that all three of the above documents will aid in decision-making from the launch date.
As such, all submissions received are being assessed against the above draft documents.
The conferring of Primary Centre status on the Rockingham Activity Centre in the Government's draft strategic planning documents for the Perth region underscores the important role that the Centre will play as a 'main street', high intensity central city area, second only (only with Joondalup) in importance to the Perth CBD in its role and its range of functions.
As a result of widening the submission assessment criteria to include the draft State documents, a report on the submissions received will now be presented to either the August or September meeting of the Planning Services Committee.
