Community Plan Launched

On Wednesday 11 May, Minister for Local Government, the Hon. John Castrilli MLA,  launched the City of Rockingham’s new 10-year Strategic Community Plan.

The City is the first West Australian Local Government to introduce a fully operationally integrated plan guided by the Minister’s Integrated Planning and Reporting Framework that was launched in October last year.

The Minister’s guidelines ensure complete integration and implementation of community inputs into strategic planning for Councils.

Speaking from the Administration Offices last night at the launch, City of Rockingham Mayor, Barry Sammels acknowledged the considerable contribution of community representatives in helping the City of Rockingham outline clear goals and aspirations for the next ten years:

“Rockingham Council believes partnering with the community to deliver measurable results on shared goals and priorities is fundamental to shaping our region and guiding the priorities of Council.

”Your input has created the way forward for our wonderful coastal City and I would like you all to take a moment to appreciate the significance of your work on this project.

“The City’s activities and services for the future will be determined by our community’s needs and aspirations and we are proud to be leading the way and championing a new vision for our City and community.

“Successful leaders have a vision and a clear direction in which to head, and we look forward to evolving with our community into the City we aspire to be.”

To create the basis for the new plan, more than 4000 households were invited to participate in a series of five community workshops in August and September 2010. The workshops identified five Key Focus Areas for local residents including Environment and Land Use, Infrastructure and Services, Community and Civic Leadership.

Each focus area covers four related Aspirations which are underpinned by a number of associated activities. Some of the main activities under the new plan include a renewed focus on the safety of the community, including additional resources; building the Baldivis Library and Community Centre; the implementation of the City Centre Development Plan; actions to enhance the lifestyle of our youth, seniors and those with special needs; the development of the Rockingham Youth venue; Mundijong Road extension and the Baldivis District Sporting Complex in.

Nine months of work and research went into the creation of the Strategic Community Plan, before it was endorsed by Council at its Ordinary Meeting in March.  

Our New Vision
In the creation of the plan, the community in partnership with Council has developed a clear and powerful vision for the future of the City:

In 2030 the City of Rockingham;
Will be recognised and admired as a contemporary and vibrant regional destination, renowned for its thriving City Centre and Waterfront Village, natural beauty and world class beaches.

Will enjoy a safe, relaxed and friendly coastal lifestyle, underpinned by a diverse range of community facilities, services and cultural activities all linked with a world class public transport system.

Will prosper from significant investment and employment opportunities, created by a diverse and robust economic base including retail, services, tourism, education, defence, horticulture and light and heavy industrial activity.

Will acknowledge that the climate is changing and continue to reduce its carbon footprint and the generation of waste, and manage and use its land and marine environments in a manner that preserves them for future generations.

Will be home to a proud, welcoming and inclusive community that understands, respects and preserves its unique sense of purpose and place.
