Community Infrastructure Plan

The Community Infrastructure Plan has been prepared as the basis for a Development Contributions Strategy in accordance with State Planning Policy 3.6 - Development Contributions for Infrastructure.  The Plan:

  • Guides the development, timing, design and location of community infrastructure over the next 10 years.
  • Identifies the services and facilities required for the City's emerging population based upon supply/demand analysis and identification of service catchments.
  • Identifies the capital costs associated with proposed community infrastructure to ensure consistency and integration with the City's Business Plan.
  • Meets the requirements of State Planning Policy 3.6 - Development Contributions for Infrastructure and thus provide a robust basis for the City's Development contribution Plan.
  • Provides the city with a documented framework of community infrastructure planning principles and standards for the planning of community infrastructure within urban growth areas over the next 10 to 20 years (and beyond).
The Plan was adopted at the Ordinary Council Meeting in May 2011, and detailed facility concept plans and cost estimates have since been incorporated.  An electronic copy of the Final Plan can be downloaded below:

Baldivis Library and Community Centre

The opening of the Baldivis Library and Community Centre is one step closer with the completion of the detailed designs for the facility by Site Architecture Studio. 

Inspired aesthetically by the rural heritage of Baldivis, key spaces within the facility will include a state of the art library, function room, children’s activity and play area, offices suitable for child health and other service delivery, medium sized meeting room and large meeting room along with amenities including kitchens, toilets, parenting lounge and car park. 
The design of the $11.5 million dollar Centre has been integrally informed by extensive community consultation, most recently in January 2012 when a community workshop was convened and attended by close to 50 Baldivis residents.   A Project Reference Group comprising two Councillors, two community representatives, a Stockland representative and the City’s Director Community Development has also guided the design of the facility through regular meetings with the Architect.
With detailed design completed, the Architects are now progressing to the development of contract documentation. This is anticipated to be completed by December 2012 to enable construction to commence early in 2013. The facility will be completed in approximately February 2014.

Rockingham Community Arts Centre

The City is refurbishing the former St John Ambulance Depot on Kent Street, Rockingham into a community arts centre.  When completed the Centre will stimulate and support creative expression and endeavour by groups and individuals from throughout the City of Rockingham.  Key components of the Centre will include a multi-purpose space, a display and exhibition space, a number of studio spaces, a sculpture workshop, a meeting room, external storage facility and supporting amenities.  Construction has commenced and the facility is due for completion in August 2012.

Rockingham Aquatic Facility Provision Strategy

 This Strategy is being prepared to provide a long term approach to infrastructure provision that meets the demands associated with population growth whilst remaining cognisant of relevant economic, social, environmental and land use planning considerations.  When completed the Strategy will enable Council to make well informed decisions on the future of the Rockingham Aquatic Centre (2018/19) and Aqua Jetty (2025/26) in accordance with the City Business Plan and Community Infrastructure Plan. The Strategy requires a comprehensive review of key factors including the asset condition of existing aquatic facilities, the operational and financial performance of existing aquatic facilities, population and demographic profiles, and contemporary approaches to aquatic facility design and management.   Community consultation has also been integral in informing the strategy. It is anticipated that the Strategy will be completed in July 2012, and will then be available for public comment prior to final endorsement by Council.

Secret Harbour Surf Life Saving Club Redevelopment

The City in partnership with the Secret Harbour Surf Life Saving Club has prepared a detailed needs assessment, feasibility study and business case to support the redevelopment of the Secret Harbour Surf Life Saving Club.  At the Ordinary Council Meeting in August 2011 it was resolved to construct a new facility with Lot 4142 as well as minor upgrades to the current facility within Lot 4248 Palermo Cove, Secret Harbour in 2012/13 as per the City Business Plan 2011/12 to 2020/21.

Baldivis District Sporting Complex Feasibility Study

The City Business Plan and Community Infrastructure Plan include capital funding allocations for land acquisition (2014/15), development of playing fields and associated amenities (2021/11), and an indoor recreation centre and associated hard courts (2019/20).  The Feasibility Study is being prepared to determine the need for the facility and assess its viability to enable Council to make an informed decision based upon objective analysis.  This study represents the first of three distinct project phases – needs assessment/feasibility study, concept plan and business case, and master plan.  The first two phases of the project will take place in the short term whilst the master plan will be prepared closer to the facility construction date.  It is anticipated that the Study will be completed in late 2012.

Laurie Stanford Reserve Mater Plan

The City has prepared a Master Plan for Laurie Stanford Reserve, Singleton to ensure infrastructure provision meets the future needs of the local community.  The Master Plan was endorsed at the Ordinary Council Meeting in November 2010 and will be implemented in 2015/16 as per the City Business Plan 2011/12 to 2020/21.

Trails Master Plan

The City has prepared a Trails Master Plan that provides a strategic, long term vision of the need for resources required to develop a comprehensive, sustainable trails network within Rockingham.  The Plan was endorsed at the Ordinary Council Meeting in July 2010 as a guiding document for the development, management and promotion of the City’s trails network.  Implementation remains subject to the availability of funding, resources, and partnerships with key stakeholders.

Baldivis Group Settlement School Buildings

The Baldivis Group Settlement School located at 342 Baldivis Road, Baldivis are included on the City’s Municipal Inventory and the Heritage Council of Western Australia’s Assessment Program.  The site comprises two former classrooms with the original building constructed in 1923 and the second building relocated to the site in 1956. A Conservation Plan has been completed as the guiding document for future conservation and management of the place, and includes a schedule of works recommended to be undertaken in the short/medium/long term.

Active Ageing Precinct Master Plan

A Master Plan has been prepared as a concept to guide the staged, future development of an Active Ageing Precinct on Read Street, Rockingham including a mix of residential care, independent and affordable living, and resource centre.  The Plan was received at the Ordinary Council Meeting in April 2011 for implementation over an extended period in order to achieve the City’s overall objectives within the Active Ageing Strategy through an ageing-in-place precinct.

Public Open Space Strategy

The Public Open Space Strategy is being developed as a comprehensive strategic framework that guides the provision and management of public open space, and provides for current and future community needs.  The strategy will investigate a wide range of issues including but not limited to levels of service/provision standards for public open space, overuse of active public open space and the impacts of climate change on public open space design.  It is anticipated that the Strategy will be completed in September 2012 for consideration by Council.

Community Purpose Sites Strategy

The Community Purpose Sites Strategy is being prepared as a framework for the future provision of community purpose sites within residential growth areas, as well as the identification of appropriate uses for the City’s existing community purpose sites.  The Strategy is being prepared in response to the numerous landholding requests received from community based organisations, the large number of vacant sites vested with the City of Rockingham, the need to review Planning Policy No. 3.3 – Planning for Community Facilities and the mandate for the City’s Community Support Services to attract relevant community services to Rockingham.  It is anticipated that the Strategy will be completed in March 2012 for consideration by Council.

Youth Outdoor Recreation Space Strategy

The Youth Outdoor Recreation Space Strategy is being developed to directly inform the types of recreation spaces, as well as appropriate locations, to ensure the needs of young people are adequately met through the City Business Plan and Community Infrastructure Plan.  It shall include a hierarchy of youth outdoor recreation spaces, minimum standards of provision, facility design principles, activation strategies and maintenance guidelines.  It is anticipated that the Strategy will be completed in March 2012 for consideration by Council.

Secret Harbour Community Library Feasibility Study

The Feasibility Study is being prepared to determine the need for library within Secret Harbour to serve the City’s Coastal Ward.  In accordance with the Community Infrastructure Plan, the development of a contemporary shop front style library within the Secret Harbour Town Centre in 2016/17 will be investigated through analysis of community demand, social and economic sustainability, management options, facility components and capital cost.  It is anticipated that the Feasibility Study will be completed by June 2012 for consideration by Council.
