Town Planning Scheme and Local Planning Strategy
The City of Rockingham has resolved to prepare a new Town Planning Scheme (TPS) which is intended to replace the existing District Zoning Scheme (Town Planning No.2) which was gazetted in November 2004. The City will also prepare a Local Planning Strategy (LPS) which will guide the direction of the new TPS.
The LPS sets out the long-term planning directions for the City, applies State and regional planning policies, and provides the rationale for the zones and other provisions of the TPS. The objectives of LPS's are to:-
- Be a leadership document that provides strategic planning direction for the future (Note: At this stage, the LPS is intended to incorporate short, medium and long-term recommendations to 2031).
- Set out the direction for economically, socially and environmentally sustainable development based on comprehensive analysis of State, regional and local planning issues and objectives.
- Give direction to local government, the Department for Planning, Western Australian Planning Commission and the Minister for Planning in assessment of TPS amendments, subdivision applications and development applications and provides strategic planning support for this decision-making.
- Provide the basis for co-ordinated decision-making on future servicing of the local government area by local, State government and any other service agency.
- Explain/justify the strategic direction for growth and development to all stakeholders.
- Identify further studies or investigation required within a local government area to meet objectives for creating good quality environments.
The LPS is likely to incorporate a review of the City's existing strategies and formulate new strategies for identified areas of need.
The direction of the new TPS is based on the contents and recommendations of the LPS. It is intended that a Community Consultation Strategy will be developed to promote and build awareness of the process involved in the preparation of the LPS and new TPS and identify community values and attitudes to key planning issues.
It will focus on involving the broader community in the preparation (initially) of the LPS, to ensure that it reflects the community vision for the future.
