Keralup (formerly Amarillo)
Keralup is the most challenging strategic project for the region. The Keralup site (as shown below), falls within the south eastern portion of Rockingham and extends into the Shire of Murray. The site is owned by the Department of Housing which is currently seeking the necessary approvals to commence development.

Keralup has been recognised by the State Government as a priority land release project and an aspirational commencement date of 2013 has been set. The Department of Planning is seeking to facilitate the planning processes through the establishment of a Project Coordination Group given the priority status of Keralup.
Preliminary planning for Keralup suggest that it could accommodate up to 90,000 people over its 4,000 hectares, which would be supported by a series of commercial nodes that will offer services and employment. Keralup abuts the proposed Nambeelup Industrial Estate to its south which will also offer important services and employment opportunities.
The first stage of development is a contained cell between the Kwinana Freeway and the Serpentine River which could potentially accommodate about 2,500 people. 'Stage One' will be accessed from the Freeway by an eastern extension of Paganoni Road, as shown below.

The Department of Housing is seeking to rezone 'Stage One' following the Environmental Protection Authority decision not to formally assess the proposal. The EPA raised several environmental issues, dealing with matters such as water management, mosquito management and management of Serpentine River foreshore, which it thought could be adequately managed through the planning process.
The majority of Keralup is located to the east of the Serpentine River which will be subject to separate assessment.
As identified above, the Department of Housing has prepared broad landuse plans for the entire Keralup site which have been based around contemporary planning principles which seek to address the challenges that the land presents and result in a sustainable community. These 'key development principles', which includes 'Transit Orientated Development', 'Compactness & Diversity', 'early Community Formation' and 'Environmentally Responsive Design'. are generally supported by the City and will be pursued through the planning processes.
A formal District Structure Plan for Keralup is expected to be submitted in early 2012 that builds on the work carried out by the Technical Advisory Groups convened by the Department of Housing which considered Environmental, Economic and Transport matters. The City of Rockingham and other stakeholders sat on the Advisory Groups.
The City recognises that a number of matters require careful consideration to ensure successfully project outcomes. The City is actively seeking resolution to matters such as infrastructure delivery, project governance and regional planning context with the Department of Housing.
