General conditions of tendering
If you are considering submitting a formal tender, it is recommend you collect a hard copy, inclusive of any applicable drawings, from the City of Rockingham’s administration building.
It is the Tenderers responsibility to ensure they have a complete set of the Request for Tender documents, i.e. all sequentially numbered pages and referenced drawings and/or attachments.
How to submit a tender
All tenders must be submitted:
- On the Form of Tender in accordance with the General Conditions of Tendering (available from City of Rockingham's administration building)
- In a sealed envelope with the Tender number and description clearly identified.
Tenders must be delivered on time.
Local government tender regulations state that "A tender is required to be rejected unless it is submitted at a place, and within the time, specified in the invitation for tenders". In this regard the "place" shall be the City of Rockingham's Administration Centre, Civic Boulevard, Rockingham and the "time" shall be before the Time for Closing nominated in the Request for Tender.
Only those tenders that are within the tender box at the Time for Closing will be assured of being regarded as being "submitted at a place, and within the time, specified", and Council reserves the right to reject any tender not within the tender box at the Time for Closing. It is therefore in the tenderers' interest to allow sufficient time for their tenders to be placed into the tender box by the Time for Closing.
Tenders can be delivered on time by:
- Hand delivery to the tender box on the ground floor counter of the City of Rockingham Administration Centre, Civic Boulevard, Rockingham
- By mail addressed to:

- The submission of tenders via facsimile or electronic mail will not be accepted..
Advertising of tenders
All publicly invited tenders shall be advertised in the Local Government Tenders section of Saturday’s or Wednesday’s West Australian newspaper. Council also has a practice of placing the same advertisement in the Local Government Tenders section of one of the local newspapers, ie Sound Telegraph or Weekend Courier.
The lowest or any tender not necessarily accepted.
Canvassing of Mayor or Councillors will automatically disqualify.
